I think it’s better said the other way around.

Try it this way:

While we are not free to choose the consequences of our actions, we ARE free to choose our actions.

Because, at least in my opinion, we can pretty well predict the consequences of most actions.

Negative consequences are usually unintended.

But predictable.

So we pretty much ARE in charge.
